I believe when Jim says " a city rises from the sea " he is referring to Ys which is a mythical city in France and was under water at each high tide. It was known for its art and since Jim loved and died in this city , his poetry echoed this place. Your home is still here, inviolet and certain ... Referring to France and his death which was certain.

Da da dargah dah.i miss my grandad holding my hand having his smoke out of the house maybe because others complained of the smoke.worked hard abroad on international waters in the ships.when it came time for him to relax there he goes he took care of the way too many family relatives friends the poor.
